A record coming from a seller passes through layers that always run in the same order. No layer imposes an outcome; each one produces the record that informs the decision and hands it to both the next layer and the audit trail.
The compliance workflow starts when a seller record comes in. Identity, company details, documents and external verification responses are gathered under a single record. Each step is stored with its own status, so who finalised it can be read back later. PAGO runs the marketplace’s compliance policy; it does not replace it.

A risk score never travels alone; it is produced together with its reasoning. The signals pushing the score up or down are listed on the same screen. The list of reasons is stored with the score, so the answer to “why was this seller flagged?” is read from the record instead of being reconstructed.

Reserve and payment decisions rest with the marketplace and its licensed partner. PAGO does not make the decision; it produces the signals that inform it. Execution takes place on the licensed side.

PAGO is designed not to replace a marketplace’s existing systems, but to sit between them and translate their records into a common language. Connections are made via API and webhook; every call is written to the audit trail. Below are the types of systems PAGO connects to.
Payment institutions and electronic money institutions operate within the scope of their own licences. PAGO matches the records coming from these systems and relays the signals that inform decision processes. Movement of funds and payment orders are the responsibility of this side.
External services that provide identity, company and document verification. Their responses are attached to the seller record and move the compliance workflow forward.
